Train/Construction Worker
Did you see the Aliens 3? Remember when the alien bred with the dog to create some sort of dog/alien hybrid? Apparently something like that is happening today as we have what appears to be a typical Construction Worker - but his insignia brands him as part of the train-sub-theme.
Clearly he is evil incarnate, just waiting to destroy the other CITY minifigures and drink from their severed heads.
Or not.
