Read the comic here.
The torso I've been using for Whiskey's Jacket is indeed from 1993 - at least, that's when it was first released. It was quite popular in the 1990's, showing up here and there until 1999. There was one last re-issue in 2004's City Airport - and then nothing.
LEGO has been putting a lot more detail work into their torso designs lately; it's not shocking to see this rather plain bomber jacket fall by the wayside. Personally, I'm in favor of the trend - I think it gives the minis a lot more personality.

Don't,please! The pink chest is going to bug me every time I read. :P
Nick:
What pink chest?
*whistles innocently*
At least keep the blue pants?
I see Whiskey as more of a blues jeans kind of guy as well.
That's just like a bunch of gals to suddenly decide to update a fellow's look. I think he needs one of those Emo-Force hairdos for a couple days. :)
DOYLE!!!!! YOU GOT RID OF THE JACKET, IT WAS MY TRADE MARK!!!! DA** YOU DOYLE!!!!!!
There are no computers on that featureless plane, this Whiskey is an impostor!
Wait, the cop's computer... crap.
Sooner or later, you'll forget to edit his chest, and I'll be there.
I'll be there....*backs into the shadows*
MY CHEST IS REALLY PINK!!! I hate you Doyle
Nick:
Just for you, I've colored over the pink on one of my Indy Torsos with a yellow sharpie.
Whiskey,get a grip!The I can't see the pink on your chest,it's hardly noticable.
