I know lots of good people named Dick. The problem is that the word balloon doesn't really cover Scotch's text at all and so the word is obvious to all. Calling a fictional character names is totally within this webcomic's scope, so this is just another funny joke.
I knew the police officer would be with the Advent Control group mentioned constantly throughout advent calender season.
